She, Gault, and Alexeev make up the big three authoritative figures of Tidehold assigned by Queen. Justina prides herself as Adjudicator and Ambassador of Tidehold, her plump curvaceous figure often attracting immediate attention to what she has to say. She believes herself to be the cornerstone of justice in Tidehold and constantly seeks out delinquents and/or criminals to punish mercilessly, sometimes adding them to the shapely blubber underneath her smooth coat.
Story
Present Day
Justina sometimes joins with the General or the Captain of Tidehold, but when she is not on a joint mission with them, she scales the heights of Tidehold, seeking out any lawbreakers, or taking to land and searching for Pokemon to speak to about the glories of her nation. The Pokemon she speaks to on land might be the next lucky winner to add to her voluptuous figure...without them knowing until they've already been entranced by the lovely Empoleon.
When off-duty, she enjoys spending time with her family.
Personality
The Ambassador is quite pompous and prideful, using her knowledge of the laws of Tidehold and her body to get her way with others. While she is a believer in fairness, she is not averse to taking advantage of others to get what she wants. As long as others meet justice for their actions, Justina will hold no remorse for what she has done to reach her goals.
Believing that she is an embodiment of justice in her nation, it's not uncommon to see Justina carrying a conceited demeanor. Her stature has caused her to have unmovable faith in her own words and actions.
Forte/Skills
Justina carries a range of ice-based attacks and uses ice for greater mobility in general. She slides across slicks surfaces, her coat and blubber aiding her in a smooth trajectory. Justina created a unique martial art dealing with the usage of her powerful fins. Imbuing them with a steel coating, she slices and dices her enemies while using ice to maneuver and confound them. Freezing her foes is also an option, and a particular favorite when she is feeling somewhat sadistic before chowing down on her hapless meal.
